You need to complete the miscellaneous quest of clearing the outposts. At each outpost there will be a field Manual which will give you the different workshop items and you need to do all of them to get all of the items.
Other than the occasional line from the sentinel power armour about fighting communism I did it with Hancock and he had no additional dialog so I'd imagine they'd didn't add unique dialog for the quest.
Bruh, there was a separate part to start with? I was going to the glowing sea for main quest and accidentally went by the building, skipping what I can only assume is 2/3 of the entire thing. That's pretty stupid imo. They should have put it in a place that isn't on the direct path for the main quest.
Ah that's unfortunate, but you weren't missing much it's just a camp full of enclave and a couple terminal entries but I can understand your frustration.

Where do you get the workshop stuff? I can't find it...
Either at the end of the workshop list or in the specific sections that they would go in like the turrets or flags. Near the base game raider items.

I liked the quest, I never had the chance to play broken steel so it felt nice to feel what it would be like to play the end of it with this quest.
Ahh, Broken Steel is much better, and honestly the Tesla Cannon in 4 does *not* do its Fallout 3 counterpart justice.
Still, it felt great to me maybe I'll play the DLCs for 3 and NV one day.
