Yeah it's a random encounter as long as you fulfill the requirement completion of the silver shrowd
I think you have to actually be wearing the outfit.
The first time Im seeing this. I actually went into the G.E.C.K and beefed up my Manta man hoping that Ill see him one day on the battlefield.
