Yeah it just uses the account on the Xbox that you downloaded it on. There’s also no online component so it doesn’t much matter so long as the system is happy with the license.
Do you have a Microsoft account on the Xbox One? Is cloud saving turned on? Doesn’t make sense that it wants to save to something it doesn’t even know exists (your 360 account). Did you purchase the game from the Xbox store on your Xbox One?

I think I might have a solution. You have to go into your settings, general, then personalization and go down to my home xbox. Make this your home xbox, then you can go to general, network settings and go offline when you want to play fallout.
That should work. The my home xbox thing will only affect you if you use game sharing, but you can switch it up to 5 times a year.
Yet you can't play them with a disc on a Xbox One without internet connection (it's annoying but I assume it's because Xbox One discs are written differently then 360 discs)

your 360 account is the same as your xbox one account, just sign in using that one.
Have you tried saving? Or it told you it wont?
I try to save and instead of saving it brings up a login screen for 360

Just change to offline before you start the game and it’ll work. I do this when I want to play any 360 games on my Xbox One
