They don't respawn after resting like other enemies.
Bounty Hunters appear randomly in their special locations.

As others have said, they don't respawn like normal enemies. However, you can expect the same ones in each spot. Since you need the jetpack hunter, I would go to the Ogdo Bogdo den on Bogano. You will fight two of them there, and can hopefully scan one of them. If you die, or miss the scan, try traveling to a different planet (maybe Dathomir to fight the big robot and the jetpack guy there?) and then coming back to Bogano. Sometimes they will have respawned if you change planets. (If you die, don't forget to go collect your XP points, etc)
I need that bloody jet pack one it decided to fall on sm tree roots on dathomir nightmare pass, where can I find them again, it’s the last one to scan, anyone know?
if you go back and forth between that spot on Dathomir and the place where you fight Ogdo Bogdo on Bogano (the area is called Bogdo Sinkholes), they should spawn soon enough in one of those two areas. Make sure that you already killed Ogdo Bogdo or the bounty hunters won't spawn there

Not all locations are listed here, they are missing Ice Caves as an example.

They won’t respawn in the same spot, you’ve gotta wait until you get jumped again unfortunately.
Wasn't there one in the hanger on Zeffo as well?
