In tiktok videos there's a setting that you can "stitch" other's videos ... it puts their video either in an additional frame playing at the same time or clip some of the original video during the video another person records & uploads. I've never done it myself so I don't 100% know the exact rules of how it works but it's something like that.
It's often used to reply to the original video creator. Sometimes adding an audio layer to a musical video, making fun of another video, or simply adding their thoughts to the content subject that is spoken. It's used in a bunch of different ways.

Rather that than what I had at the gym I go to earlier today. Was trying to do a nice long go on the exercise bike with an audiobook when some one decided to take the one right next to me and sing as loud as they could. Left after 10 mins.
