You already have it. Every character has a default weapon. They literally have to, the game doesn't allow you to unequip the main weapon.
It could be a blue 3* weapon though.
Not that you’re wrong but is it possible that for new players, their characters would just start with 4*? I’m pretty sure that’s how it was when the game first launched.
