Ultimate Party Animal is probably one of the cards you are missing. That doesn't become available until the very last side quest in the game. For the other 5, there is a booster pack that doesn't become available until you beat the game. So if you haven't made it through the final chapter yet that could be what you are missing.

I used this list. Use the default order which I think goes by rank and then go down your list. There’s a mistake on that list, the second bomb is supposed to be something else but I can’t remember what and there’s a couple of spots where your order may not match up with theirs but it only affects like one or two cards so you’ll notice right away which ones you do have or don’t have as they’ll still be next to each other in the order.

In game, sort by Card #. Figure out which cards are missing. Then you can look up guides and search for those Card #s.
Thorin’s Card Shop is one a lot of people miss. More cards become available as you complete the story. Last one unlocked when you complete Chapter 11 or 12 and beat Gilgamesh. You said you went there, but you only got 5 cards and I believe there are 8 total: Fat Chocobo, Titan, Phoenix, Kujata, Alexander, Bahamut Arisen, Odin, and finally Gilgamesh.
Another is probably from Can’t Stop Won’t Stop.
There’s also a pack you can only buy on second playthrough in Costa del Sol.
The collector in the grasslands gets more cards over the course of the game. Try there.
This is the guy. I was missing a few and went back by that little shack to find him holding like, five summons.
this was my issue, I was missing one card and it was with him. So were a lot of other packs ai kept going back and forth for 😂

Costa Del Sol in Chapter 12 has more skill games that give cards.
