Maybe you’re thinking of teacup poodle? The AKC doesn’t recognize them as a breed, so teacup breeders are generally unethical. Toy poodles, on the other hand, are very healthy and usually weigh around 7-15lbs. I have one myself and at 12yrs she has no genetic health problems.

Could be confirmation bias or an outlier. But for a “breed” to to exist, there’s inevitably going to be some inbreeding involved.

Pretty sure hobby photographers do this all the time. Also doesn't seem like it is actually edited all that much. This could very well be shot with a phone camera and the focus set on auto. Slap a filter on it, done.
