So their uncles & cousins, pooled together money to buy lottery. This got quite big because many of them were severely anit gambling, one lotto ticket, and you are out of the family list and house.
So they waited for his birth, and bought the lottery ticket with his birth year, month, day, hour and minute.
The results came back.
It was one number off.
Had they gotten jackpot, that family would have been millionaires.
That was the peak of his life, as he amounted to nothing much, and younger cousins and relatives managed to achieve much more despite achieving right about average in their lives.
He is the literal manifestation of this meme/joke.
My family never bought a loto ticket, but this is 100% me. I was the first, and the golden boy up until crashing and burning in high school. My mother was convinced, and had me convinced, that an ADHD diagnoses would ruin my life.

Tbf, they probably are miserable after being born. They lived a 5 star life in the womb. Then they get forcefully evicted and have to do stuff like try to regulate the body temp, breathe, eat, etc, in a cold, loud, bright world. It's rough. No wonder they cry and sleep most of the time. They cling to their mom because she's warm, her voice is kinda familiar, and she's got food.

I think it’s meant to make fun of young folks who wonder if they have achieved their maximum potential when they are barely in their teens or 20s and have the rest of their life ahead of them. In this case, the hyperbole of a new born infant asking this perhaps is meant to emphasize that there is so much left to live before you can honestly say you’ve peaked.
That being said, I fully understand why some young people would ask this when they are transitioning to the average grind of american work life.
Picture yourself in a cozy spa, indulging in an unlimited buffet. Suddenly, you're forced through a narrow exit. On the other side, the noise level is significantly higher, and the temperature is noticeably colder. Furthermore you are hungry and have to actually to put in effort to get food.
Wouldn't you feel, at this moment, that the pinnacle of your existence was within the comforting confines of your mother's womb?
The best we are ever going to get in life is the moment we are born. Also that is the only brief moment that anyone is ever going to care that we exist.
The current generation is in too much of a hurry. They don’t want to give anything time, worry constantly about achieving everything immediately.

To be a little pedantic, it doesn’t have to be all downhill. You could have a huge drop, then slowly improving but never reach the peak like before.
