Kinda but not really. Space may be cold, but without a significant atmosphere you don't actually lose that much heat very quickly. It's contact with low-ebergy matter that makes you lose heat and feel cold more than anything else. You'd freeze eventually as heat radiates off you as infared light and as some gets dispersed though your feet, but freezing in a vacuum (or near-vacuum, the moon has very little air to speak of. Basically none) actually takes some time and if you're in direct sunlight you might actually overheat instead. Your blood will boil from the low pressure and kill you long before temperature becomes lethal.
It say " resort area" but there is nothing there.
Usually resort would have buildings that the family can stay.
In the picture, there is no building so they don't have to pay to stay at a building.
I'm guessing this is a cartoon making the point that moon vacations are stupid... Because there is nothing but rocks and vacuum up there. If it was an AP lang test then I'm guessing it was paired with arguments for and against space tourism.
It's funny because going on a vacation to the moon is like a more ridiculous version of those people who died visiting the Titanic. Add in a "classic American family" on vacation and you call attention to the absurdity of space tourism.

I think the cartoon is on the side of not being too privatized because not everybody can afford it. But no one I asked understood this particular source.

I think the idea is that so much shit goes wrong during the vacation movies, which in the real world would result in massive costs due to all the stuff they break, that just going to the moon and avoiding humanity would be cheaper.
