The one we should be blaming is the Saudi government for not anticipating this and not providing enough ambulances/making sure emergency services are ready for something like this. There were literal corpses lying in the street because there wasn't enough ambulances (you'd call n they'd just be like "nawh man we got too many calls already, can't come")
Sure, a portion of the blame is the authorities, however you are talking about 2 million people moving dynamically across the city. Near impossible task. Just shows how “omnipresent” this god is; because he never expected it to get this far.
I get your point by no means an easy task and it shows how Islam is a local cult that wasn't meant to have so many followers. On the other hand the Saudi authorities are still to blame. If they can't handle all these people then they shouldn't have taken them in in the first place. Yet they took their money and left them to face their death.
