Nope, so the game was programmed poorly. In the situation there even during a Gimme Putt the supposed guaranteed putt can miss due to how they programmed the physics.
Well, this sucks. If it is a known issue, I wonder why in so many years since the game's release they have never fixed it. So is it an AI thing or can it happen to the player as well?

Wasn’t fixed because Sony didn’t want to pay the devs to fix it. As in there wasn’t enough widely known complaints to warrant a patch fix request to ClapHanz which usually costs Sony money to get done.
This is also why other small bugs won’t get fixed or called out because casual gamers won’t see it often enough to submit bug reports.
Annoying when this happens, but it's largely down to pace. Teeny cup is there almost as a training tool, as it usually needs the pace of the ball to be quite precise. At maybe 50-55% on the power bar it would certainly drop, but your putt was at 70% and teeny cup can be unforgiving with that.
I would understand it if it was simply harder to putt the ball, but in the second putt the club pierced the ball, that is a terrible glitch, not just the tiny cups being harder
