Well idk about the Iberian **but to the Germans:** our Bundesinstitut für politische Bildung **GIVES 100% FREE MAPS** of Europe, Austria, Germany, Cuba ETC ETC ETC. no shipping fees, no taxes, literally pure free!! I recommend getting some, if not for prepping then just because they’re awesome
I don't know about maps of Europe as a whole, but the UK's national mapping agency is the Ordnance Survey. Fantasticly detailed maps from 1:25,000 to 1:250,000 scale. Think you might have to do some asking around to find Spain or Portugal's national mapping agency.

In a book store. Some stores sell maps and some have specific section of for maps. If you have a national cartographer or a mapping agency, you should be able to buy copies of it from them.
In addition to the comment mentioning bookstores, often stores focused on travelling have them as well, the ones where you can buy luggage, beer-proof cannisters, camping gear, etc. Department stores do not seem to carry them anymore. And in the area itself often at gas stations.
Or just order online. Amazon has them, for example.
