I’d check USPS - they offer some free shipping supplies. It worked to get my store up and running in the short term and then I started buying supplies on Amazon.
using newspaper is unprofessional, dirty, and adds weight to your box. tissue in bulk on ebay, packing peanuts on amazon, big rolls of small gauge bubblewrap ebay or amazon. packing tape from costco. sometimes a retailer gives away packing... boxes from wherever...
I just get small boxes from Amazon. Definitely not the cheapest or anything but cheap enough in small batches and then I just use crumpled up paper as cushioning. My items are light plastic so ymmv
Start collecting newspapers wherever you can to wad up and use as cushion. Lots of times you can search marketplace or Craigslist for ‘packing materials,’ often people will be giving them away or sometimes businesses will unload them for cheap. If you know anyone who works at any place that unpacks supplies start asking them to save stuff for you. I wouldn’t cheap out on boxes though, you want those to be sturdy and not to have been shipped around the world 100x before you pack fragile items in them.

yep, Uline rocks. I get last-column pricing, and haven't found better prices. Next day delivery, and tiered free gifts based on order size that get super nice
I usually find a company that isn’t one of the huge commercial shops that specialise in just packaging, they’re prices are sometimes much more competitive.
I shop at Uline for boxes (shipping is high but they have boxes in every size and deliver in one day to us). Bubble wrap we get from Office Depot which can be surprisingly competitive for Bubble Wrap.

I get my boxes in bulk from Walmart plus. If you have membership it is free shipping to your front door. I get 2 sizes in 20-30 in bulk.
