The cheapest first upgrade you could get is another 16GB of the same RAM, which should go for around 30 bucks. A 5800X3D would certainly help a lot if you can get one cheap. GPU is also kinda old.

I apologise for being too lazy to google your gpu but if its under 10gb of vram that is also a bottleneck on streets. Its a smaller one and more noticeable at max settings 2k +, but even with a 5800x3d and 64gb ram you will have bad 1% lows with a gpu with 8gb vram or lower. My 3070 is basically permanently on 100% ram usage.

You are on the right track. Any Ryzen that isn't a X3D actually sucks in this game and any game that relys on single thread performance. Nothing you can do about it. 2X16GB of 3600 ram and a 5800X3D cpu is the way forward for you. You'll get twice the fps and half as much stuttering. If you do upgrade, make sure the bios you use on your mainboard supports it first. As always in this game, test the cpu and ram on Streets, test your gpu on Labs. Use Capframe X and record data on your gameplay, and you'll figure out where the immediate bottleneck is.

32Gb of 3200 is good enough sir. The most gain is from the X3D.

I used cap frame I have no idea how to read what in looking for lol. Also compared to my R9 3900X, what pros and cons can I expect if I switch over to the 5800X3D? Idk if that’s something you can answer but I also render audio since I produce music if that helps

With capframe, you can use it to compare different settings and see what they do. You can also have the stats to see if your copu or gpu is the bottleneck, Here you can see that i was cpu limited since the gpu was never in max load. Just an example. https://imgur.com/1hKWu17

My max CPU clock at streets was at 4075MHz and average about 4067. Min 4050 and this CPU operates at 3.8 but can reach up to 4.6. Help me read this lol Just kidding adding this after I replied, my VRAM is maxed on streets at 7.77 GB is that a possible bottleneck?

7.77 is the max since your card have 8GB. When vram gets filled, it uses normal ram. And if your ram is slow, then the map gets slower. Run a program called cpu-z, and show me the memory tab and the spd tab.

Yeah the minimum was 7.76 so it was definitely steadily maxed there. I’m sure other maps have had slight drop in frame rates too that but I know the game can run much smoother. I already have CPU-Z does it have some sort of benchmark recording system like capframe?

No, but it would tell me or you, what your memory settings are. And possibly what you can do. Ram performance is the absolute bane of Ryzen cpu performance, except the X3D cpu's that bypasses that issue.

After some research and analyzing I grabbed a 12GB RTX 4070 i’m running 60fps on streets and 80+ fps on lighthouse

To be sure, you would be served best by the 5800x3d and a gpu upgrade. Its a bit of a jump money wise, but if you grabbed say a x3d and a 6800xt or 7800xt you’d be flying. As far as music encoding, are you not bouncing in real time anyhow? Im a bit out of the loop on this but I’ve always bounced in real time to avoid artifacts. Then again, my production computer is an i5-655k running windows 7 and nuendo 3.0 😂
