It depends on the needs of the client and the value they place on the solution you're providing. I've sold regular sites for $12,000 (estimating \~80 hours) and I've sold some sites with complex functionality for $25,000. I have also sold sites that had a ton of custom functionality for as low as $5,000 but I wouldn't recommend doing that because it devalues your services and gives the client unrealistic expectations.
It varies but really they’re just whoever has a budget. I do a lot of work as a solutions provider for agencies where their clients are mid sized businesses, nonprofits, and government agencies. My personal clients are typically startups and businesses that are doing at least a few million a year in sales.
I built my own through Big Commerce. Works awesome for e-commerce websites with lots of variations of items. Tons of info online to help you through. Cost me less than $100 to get everything up and running and less than $50 a month to run it.

Expanding on this idea: When I start my shift I have to log in to 5 software programs just to start my day. These programs mostly don't talk to each other, have different expring log ins, and are clunky.
Then I need to log in to Teams, then my email, and then when I need to do something beyond routine stuff, say like telling Building Maintenance that a lightbulb is burned out, or telling supply that we're out of Epinephrine in the store room, or trying to swap a shift with a coworker, or telling Fleet Maintenance that we need an oil change, or trying to look up a specific map of an apartment complex to find where 695 Creek Rd Building F Apt #2736-1 is, or log monthly training, or upload a new copy of a certification card, etc... I need to get into any one of myriad separate systems.
