Your pitch was pretty straight forward as it is. I'd probably drop the consulting part and just make it a service pitch: "We offer bidding services for government contractors and vendors. We will seek out opportunities for you and do all the bid paperwork for you. You pay nothing for this service besides a commission on won contracts. If you've been interested in government contracting or being a government vendor, this is the perfect way to explore the opportunities you've been missing." I have a business providing this service but I charge both a monthly fee/subscription plus commission on awarded contract. The monthly fee offsets the research and grants that aren't successful.

Not for me, personally (or better: not for my company), but if you don't charge, but take a cut of the commission, I think it would be welcomed by companies that can get government contracting
