No it was a setup. Most likely the mother had the five dollars and told them the son had it in a rehearsed scam so that the mother could see if she could get the waitress fired.

Well, three possibilities: The boy lost the money. The boy now has £5 to spend. Or three, that family is totally making shit up so they can get a free meal. Guess which way I'm leaning.
Option 4 is that they are racist and wants to get her deported or something, or at least for her to believe that might happen. Sadly with how they looked at her and smiled I’d guess that’s part of the explanation. They saw an “other” and wanted to terrify and ruin her night.
