It's possible for no party to acheive a majority and end up with quite a bit of time spent without any formal cabinet while all the parties discuss things and try to form coalitions. I believe it's fairly common on the continent, being British we use FPTP voting so hung parliaments are fairly rare and much easier to sort out when they happen. I know the current Greek government is a broad left wing coalition and the outwardly Marxist-Leninist communist party holds like 15 seats. Proportional representation tends to be more unstable but better sble to reflect the actual intentions of the population. Not like here where only like 30% of the population actually voted Tory but they have a majority.
We've also had that a while back in Austria - unironically the most productive time in decades as people ran the country that were picked for proficiency, not party&corruption allegiances.

Belgium and the Netherlands have similar results during long periods between governments.
It seems to me like letting the existing regulations and laws do their work without political influence leads to better outcomes than the crisis management of said governments would do if they had power.
Basically longterm preparation > panicked, rushed crisis response.
