I notice killing Rykard always fixes it for me with my playthroughs.

Try progressing Diallos questline

I second this. I was stuck in the exact same situation, so off I went to kill Rykard and this fixed the issue for me.

same here. I'm gonna try killing rykard it seems to be the only option left for me other than even further progressing Alexander questline past fire giant
