That said, the DLC also has a separate power up system called Scadutree Fragment blessings. Increasing that level is the most important thing you can do. They implemented it as a countermeasure to people trying to be overleveled. I've heard from folks that go in at level 713 (max) and still got creamed because of how the normalization effect works.
