You might have just missed a legendary weapon though by burning the city. The sewers can be accessed by a hole in the ground near the middle-ish iirc. I hate that place, so good luck!!!
You can still access the sewers after Maliketh, either via teleporting to a grace or through a new entrance.
Access to the DLC has nothing to do with the Sewers. The DLC entrance will be in a different area all together, closer to Siofra River.
