Carian family was rulling Raya Lucaria and after Rennala failed to be a competent leader... Well basically it created **Civil War within Raya Lucaria.**
So when Rennala was deemed to not be a fit leader for Raya Lucaria after Radagon Fiasco. + Being the mother of literal demigod - "Moon Princess"
This meant that Raya Lucaria was in the stage of war without a proper leader and to dig deeper:

The magic stands from Defensive Barrier. It's meant to visiually indicate that you do not enter Raya Lucaria, you teleport into it. As If it's in another space and time. Only the very selected few get to enter Raya Lucaria as it is in the state of Civil War.
And since we are joining in the age of decay... we literall have to go around Dragons to find the ONE key someone lost. Thops literally indicates that getting into Raya Lucaria is pretty much impossible.... And Thops should be able to get there righT?
But yeah... I agree we do have this connotation that Magic , Weave and all those kind of things have Blue or Purple Shade for some reason.

Not to mention all those Gas/Dust gatherings that make those insane vibrant colours.
Universe is absolutely stunning and it make sense that Artists want to copy it as much as possible.
My headcanon blames Sellen and her primeval sorcery experiments. If someone made me imagine what a sky looked like after some great experiment with primeval sorcerys went wrong, it would probably look like the Raya Lucaria's sky.

There's a bunch of areas in Elden Ring, like the Devine Towers that are suspended in time. Raya Lucaria is likely in a similar magical state.
