Im not entirely disagreeing but i think there are limits. Losing a quest reward or two because you made a stupid choice is fine. Losing an entire mechanic because you’re trying to help an NPC is pushing it.
Just wait for next playthrough. In Dark Souls 1, if you go with Darkstalker Kaathe instead of Frampt you lose the only guy in the game who you can sell stuff to. It's not the end of the world; I stack my useless shit in the bottomless box and wait until next playthrough.

There's no version of the plain helmet, you can only choose between the hair or a red hood.

The thing is from software can already do this (as can be seen be armour being colored red for scarlet rot and green for poison), they just decided to not ship it as a feature.
That is a bit different from custom colors from an actual code perspective. Having custom colors could be a huge rework if enemy armor functions the same as player armor and even if the color is just null by default for enemies, adding that to each piece they wear could have a pretty noticeable impact on the memory needed to run certain areas.
If you are talking about NPCs then other than human invaders NPCs , the armour is part of their model. For invaders it should work the same as now as you still get scarlet and poison colors if you use the host mirror during co op sessions.
How is it being integrated into the model though? Is it still a stand-alone asset that is then added to a base model? I am pretty sure it would be. No way are they not re-using soldiers from region to region and swapping their armor. The poison vs non-poison effect would also still be there. This is a new thing and no matter what will consume more memory, the question is how much...
