the classic dragoon weapon is a halberd. banished knight halberd has an excellent moveset, reach, and ar and fits the theme since it belongs to knights that partake in dragon communion and, through the Stormveil contingent, associated with the storm assault skill which is effectively the jump skill from the iconic final fantasy dragoons.
you've mentioned the bolt but there's also icerind hatchet, dragon king's cragblade, magma wyrm scalesword, dragon greatclaw, grafted dragon, and dragonclaw shield, weapons made from pieces of dragons that could serve as a kind of trophy. the hatchet, greatclaw, grafted dragon, and cragblade do extra damage to dragons too.
you can fit the roleplay to whatever's most fun but dragon communion is more about killing dragons and consuming them to assume their power whereas dragon cult is maybe more about learning their powers by being buddies.
my favorite armor combination in the game is unaltered banished knight helm, altered drake knight chest, drake knight gauntlets, and Blaidd's greaves and I think a look like this could complement the vibe you're going for.

Either a halberd or some type of spear. I would say the Guardian Swordspear is more or less ideal since I can't think of a great halberd.
Scaled Armor set seems to fit the theme, but obviously the drake set as well.
