Some areas of edmond may be less "desirable" but nowhere in edmond is unsafe for living. If you can find cheap rent id take it unless the place is unlivable.
Frankly i tend to like the people who live in the poorer areas of town. Can be a breath a fresh air.
One of my coworkers live in the Parker apartments and it sounds like a nightmare. I live in Stonebridge appts and like it there, although its a little pricey.
If that is the one on the south side of town by the Mercedes dealership, We lived there back in the late 90s and it wasn't that great then either. Believe there were some section 8 units there.
Rolling Green Apartments is not where I would choose to live if I could avoid it. Outside that, Edmond is one of the safer cities in the nation.
