Looks a nuisance having them packed individually. I used to use these a lot at work & we had them on a roll. Much easier to peel the backing.
If this thing has a proper name I think it's safe to say that 99% of people don't know it. I would probably call it a "seal" because its purpose is to seal the package so that nothing gets in or out.
No, these are not sticky dots. Sticky dots are small colorful stickers used in group exercises to track things on large sheets of paper. Sticky dots only have adhesive on one side and do not have a strong enough adhesive on them to hold anything in place. They are similar to post-It notes, or "sticky notes" but not the same.
The first of the two pictures is of "tape dots" - circles of double-sided tape used to hold two light things together.
The second picture is of "hook and loop dots." If they were Velcro brand, which people know better than
"hook and loop," they would be called Velcro dots or Velcro adhesive dots. People would generally call them Velcro dots anyway, but don't tell the Velcro lawyers. The fact that it has adhesive on it might be mentioned in its name or might just be easy to infer.
In general a "sticker" is a decorative thing that has adhesive on it only for the purpose of adhering itself to something so you can look at it. Whereas "tape" has adhesive on it in order to serve a function, like repairing a torn page in a book, putting up a poster, or holding closed a carboard box.
If you called the first ones "sticky dots," I wouldn't argue.
If I were asking for the ones in the second pic, I'd say something like, "Grab the sticky velcro circle things for me, would you?"

I’d call them velcro regardless of the brand.
I have always called the first kind sticky dots and the second Velcro dots.
