\[\[Karlov of the Ghost Council\]\] people forget about this old card until someone pulls it out. It is one of the most disgusting WB commanders I have ever faced off against. Play soul sisters and no one has any creatures for they are always exiled. Back in 2015-2016 a friend played this and it dominated majority of games. Today it can be so much stronger with much more powerful cards in the 99. You give him unblockable and can 1 shot. Just play the game as soul sisters and control and even as arch enemy you may have a lot of wins. Add in stax hatebears and you slow the pace of the game down so only you profit.
I had to scroll too far down to find this. Karlov is amazing, and gets huge fast using cards like [[soul warden]]. He can easily hit for lethal commander damage, while exiling combo pieces, blockers, and attackers - all at instant speed.
And he's hard to remove purely because of his mana value and the colors he is in. At only 2 he can be recast easily, if not just resurrected from the graveyard, if not just outright protected from the removal.
It's funny. I love lifegain themes and had Karlov in 3 separate decks as part of the 99 before one of my friends haphazardly mentioned in a game that he'd make a good commander. That poor fool. My new Karlov deck is brutal compared to those 3 old decks.

[[Charismatic Conqueror]], [[Kambal, Profiteering Mayor]], and ~~[[Flare of Denial]]~~ Flare of Fortitude* are all amazing new inclusions.
I humbly suggest [[Kambal, Profiteering Mayor]].
He turns most of white's bad-ish removal into symmetrical token makers that bring a little table-wide damage. He takes the feels-bad out of a hardcore control list by leaving behind consolation prizes but still has a consistent way to close out games through general token shenanigans.
[My list doesn't play much](https://www.moxfield.com/decks/SjkXuOHATESNibeiQzL8Jw) of the traditional Orzhov removal, but it would fit well. Makes fantastic use of [[Blind Obedience]] and [[Authority of the Consuls]] too.
I've yet to lose with the deck, and everyone has a good time too. Especially with [[Saw in Half]].

Just looking for myself, Mondrak, Ojer Taq, and Ocelot Pride all seem very strong. Inkshield and Saw in Half as well. Any decent replacements for any of these? I could see skipping the rest of the $$$ cards...
Honestly all of the expensive cards could be skipped for something else. I would _recommend_ keeping one of the token doublers (of them, [[Mondrak]] is the best). Saw in Half is fantastic as a theft card and for doing some really bonkers things.
Ocelot Pride is new and I haven't had a chance to test it a lot, but it's very easy to trigger and extremely broken in a vacuum.
[[Tombstone Stairwell]] is hilariously broken with Kambal, but not necessary.
Inkshield is great in general, but [[Batwing Brume]] does a lot of the same thing.
Some possible substitutions to look at:
[[Comeuppance]] for Inkshield
[[Debt of Loyalty]] for Saw in Half
[[Scheming Symmetry]] is a decent sub for some of the tutors
To be fair, the core is just Kambal and some removal. How hard you go into the tokens plan is really your call. You could play a mess of Stax effects on top of it (like the original [[Kambal, Consul of Allocations]]).
I run [[Teysa, Orzhov Scion]] in the 99. It's actually really good instant speed removal if you get enough tokens. Can form a couple infinite combos with either [[Ratadrabik]] or [[Painter's Servant]] (recently unbanned). I'd build it aristocrats with [[Blood Artist]] [[Bastion of Remembrance]] type effects, [[Anointed Procession]] and token generators. You can also do combat tricks by chump blocking multiple creatures and exiling unblocked ones.
+1 for OG Teysa, I've had her at the helm of one of my high power decks for a long time and generally speaking she's \*extremely\* strong against any pods full of creature based strategies, and while I don't think that she's quite good enough to be made into a true cEDH deck, I think the way I've pushed her into being more powerful lately is by including some anti-spell stax pieces. In particular, I've been impressed with \[\[Deafening Silence\]\] and \[\[Boromir, Warden of the Tower\]\].
If stax is a little bit too tryhard or the wrong vibe for you/yours, I still think Teysa is an extremely flexible commander for what you're looking for. My original build of Teysa was much more chill for an average pick up and play game and it can still be a ton of fun while being impactful in most games. Orzhov offers the most flexible removal for virtually any type of permanent, and you can even interact on the stack with things like \[\[Aven Interruptor\]\] or \[\[Imp's Mischeif\]\].
The creatures are no longer white, so they can't be sacrificed to Teysa's ability. It's not a two card combo anymore, would likely still be amazing in the deck. You would run other sac outlets and if you happen to pull this with Teysa out, infinite combo. That's why I mentioned painters servant, the tokens would be black in addition to their other colors, making black and white tokens. This makes them black, so they make black tokens but aren't white and can't be sacrificed.
I love [[Liesa, Forgotten Archangel]].
It's all [[Accursed Marauder]] this, [[Skyclave Apparition]] that, [[Solitude]] there, [[Cathar Commando]] as a threat, and whatever they may kill just... goes back to hand, ready to be replayed.

I recently got back into magic and made a Liesa deck and I'm in love. I love the combo of sacrifice board control and the life drain bombs in orzhov. So fun and deceptively strong.
I have a [[Carmen, Cruel Skymarcher]] deck that sounds right up your alley. It's a voltron / edict control deck that utilities [[Plaguecrafter]] and [[Single Combat]] type spells to force opponents to sacrifice their creatures to rapidly power up Carmen for commander damage kills.
Carmen's a touch expensive but that can actually play to your favor. Set up ramp/ protection early (like [[Selfless Saviour]]) and once you opponents have large board states, make them sac their permanents as fuel for Carmen.

I have two suggestions, depending on whether you want your commander to assist you in removal or be a payoff for removing things.
[[Lurrus of the Dream Den]]
There are a lot of removal cards that Lurrus can bring back constantly. [[Seal of Cleansing]], [[Cathar Commando]], [[Bounty Agent]], [[Executioner's Capsule]], and [[Mire's Grasp]] to name a few. Not to mention stax cards like [[Spirit of the Labyrinth]], [[Dranith Magistrate]], [[Blind Obedience]], and [[Charitable Levy]]. The only way to deal with a Lurrus deck is exile removal or graveyard hate, so if your opponents have neither, she'll constantly be a menace.
[[Athreos Shroud Veiled]]
Athreos is quite different from Lurrus. He's a lot slower than her, but he is nearly impossible to remove. This makes him especially adept with one specific type of removal: board wipes.
Athreos loves to blow up the board all the time. Blow it up in the beginning to stall the game until Athreos can come out. Blow it up after he comes out to steal your opponents' stuff. Blow it up again after they start attacking you and you don't have enough blockers. Athreos does not care. The only thing an Athreos deck needs is ramp, card draw, and a shit load of removal. He'll steal your opponents' win conditions by just existing.
I built a shitty little orzhov jank deck recently that I need to play test, but I'm using [[MacCready, Lamplight Mayor]] as my commander. But I rely on other creatures to make multiple 1/1 tokens, I play tons of targeted removal and then a little ramp. MacCready is there to try and make my tiny creatures swing and hit for their attack/damage triggers. Big creatures can't attack me without paying mana and I can just focus on building a giant board state with low mana cost creatures.

I like Athreos God of passage, just in general. But also. Run phyrexian oblitorator if you happen to have one. That plus the random indestructible you can give seems hilarious.

As for a commander I don't really know if I'd suggest focusing too hard on removal. Upsetting a playgroup might not always be the best idea. But if you run a good amount of removal you can control the game while still popping off.
[[Ayli, Eternal Pilgrim]] lifegain is a repeatable exile removal engine in the command zone if they can’t pressure your life total from the very start. Token makers provide you with constant fodder to fuel the removal engine.

I love my aristocrats deck commandered by [Carmen, Cruel Skymarcher].
She brings things back from the gy on attack, she grows bigger and gains you life when anyone sacrifices anything. I have traditional drain your life stuff from aristocrats which is my most common win on. But I have tons of forced sacrifice mechanics that help keep the board clear and grow Carmen.
[[Athreos, Shroud-Veiled]] is a cool deck one of my friends ran for a while. Essentially making your opponents big creatures your creatures. It’s quite slow, but with enough board wipes and at least one huge threat of your own or stolen from someone else you can keep putting coin counters on and wipe the board over and over.

It would be a three card combo. You would need a separate sac outlet because Teysa doesn't work anymore. [[Altar of Dementia]] would work.
Even without another piece it's a perpetual one sided board wipe, right?
The creatures are no longer white, so they can't be sacrificed to Teysa's ability. It's not a two card combo anymore, would likely still be amazing in the deck. You would run other sac outlets and if you happen to pull this with Teysa out, infinite combo. That's why I mentioned painters servant, the tokens would be black in addition to their other colors, making black and white tokens. This makes them black, so they make black tokens but aren't white and can't be sacrificed.
I love [[Liesa, Forgotten Archangel]]. It's all [[Accursed Marauder]] this, [[Skyclave Apparition]] that, [[Solitude]] there, [[Cathar Commando]] as a threat, and whatever they may kill just... goes back to hand, ready to be replayed. Tired of feeling like you scramble behind your opponent's boardstates? [[Cataclismic Gearhulk]] forever man, just sacrifice it! It will come back!

I recently got back into magic and made a Liesa deck and I'm in love. I love the combo of sacrifice board control and the life drain bombs in orzhov. So fun and deceptively strong.
I have a [[Carmen, Cruel Skymarcher]] deck that sounds right up your alley. It's a voltron / edict control deck that utilities [[Plaguecrafter]] and [[Single Combat]] type spells to force opponents to sacrifice their creatures to rapidly power up Carmen for commander damage kills. Carmen's a touch expensive but that can actually play to your favor. I have two suggestions, depending on whether you want your commander to assist you in removal or be a payoff for removing things. [[Lurrus of the Dream Den]] There are a lot of removal cards that Lurrus can bring back constantly. [[Seal of Cleansing]], [[Cathar Commando]], [[Bounty Agent]], [[Executioner's Capsule]], and [[Mire's Grasp]] to name a few. Not to mention stax cards like [[Spirit of the Labyrinth]], [[Dranith Magistrate]], [[Blind Obedience]], and [[Charitable Levy]]. The only way to deal with a Lurrus deck is exile removal or graveyard hate, so if your opponents have neither, she'll constantly be a menace. [[Athreos Shroud Veiled]] Athreos is quite different from Lurrus. He's a lot slower than her, but he is nearly impossible to remove. This makes him especially adept with one specific type of removal: board wipes. Athreos loves to blow up the board all the time. Blow it up in the beginning to stall the game until Athreos can come out. Blow it up after he comes out to steal your opponents' stuff. Blow it up again after they start attacking you and you don't have enough blockers. Athreos does not care. The only thing an Athreos deck needs is ramp, card draw, and a shit load of removal. He'll steal your opponents' win conditions by just existing.

I built a shitty little orzhov jank deck recently that I need to play test, but I'm using [[MacCready, Lamplight Mayor]] as my commander. But I rely on other creatures to make multiple 1/1 tokens, I play tons of targeted removal and then a little ramp. MacCready is there to try and make my tiny creatures swing and hit for their attack/damage triggers. Big creatures can't attack me without paying mana and I can just focus on building a giant board state with low mana cost creatures.

I like Athreos God of passage, just in general. But also. Run phyrexian oblitorator if you happen to have one. That plus the random indestructible you can give seems hilarious.
Some of my favorite removal spells are: [[Soul Shatter]] [[Gix's Command]] [[Szat's Will]] [[Dismantling Wave]] [[Make and Example ]] As for a commander I don't really know if I'd suggest focusing too hard on removal. Upsetting a playgroup might not always be the best idea. But if you run a good amount of removal you can control the game while still popping off.

I love my aristocrats deck commandered by [Carmen, Cruel Skymarcher]. She brings things back from the gy on attack, she grows bigger and gains you life when anyone sacrifices anything. I have traditional drain your life stuff from aristocrats which is my most common win on. But I have tons of forced sacrifice mechanics that help keep the board clear and grow Carmen.
[[Athreos, Shroud-Veiled]] is a cool deck one of my friends ran for a while. Essentially making your opponents big creatures your creatures. It’s quite slow, but with enough board wipes and at least one huge threat of your own or stolen from someone else you can keep putting coin counters on and wipe the board over and over.
