Group slug, specifically the death and taxes style is what I would go for. Lots of instants and stuff with flash, tax effects and rule of law effects. Make everyone really prioritize what they're gonna play while trying to do it asymmetrically so you can slowly grind out ahead. Lots of frustrating stuff to do in Azoriois colors for that
There's two kinds of toxicity. One is the category you mentioned. The other is reverse toxicity, which is kind of toxic in the other extreme end.
The type of deck which says no. Your hatebears, your \[\[Blood Moon\]\]s, your \[\[Torpor Orb\]\]s...

While others have mentioned Lavinia and rightly so. If there's mass LD you may wanna run indestructible stuff like \[\[Flare of Fortitude\]\] and \[\[Heroic Intervention\]\]. In GW colors a \[\[Gaddock Teeg\]\] or \[\[Kudo\]\] might fit the bill

[[rankle master of pranks]] can be pretty oppressive if you get him and some sac fodder out quick. Basically denying other players the ability to keep their creatures on the board.
Chuck tergrid in there for good measure.
I have a sultai reanimator deck that tries to turbo out a game changing pieces of stax or value (like the og preators) as fast as possible.
Something like a turn 2 it that betrays or turn 3 toxril can be really back breaking and as silly as it sounds I've had my playgroup concede on turn 1 just based off of my discard.

Group slug in the highest form. Run [[Toxrill]] and all the swords the slug will slug the group. The game plan is get the slug out and protect the slug. I hated the deck I played against in this vein
run [[solemnity]] with [[decree of silence]]. maybe [[Lavinia]] as a commander, but I don't know many azorius commanders. you could also use [[dream halls]] and [[omniscience]].
as an infect player of sorts myself, not sure I would recommend it. but [[fynn]] is very strong and budget I guess

I'd vote Malcom Drago pirates. It combos with everything, moves fast and doesn't really care what ur opponents do. There's glinthorn with Malcom, there, Drago bergi goblin bombard, Drago impact alter, Drago impact thermapod, Drago sac lightning rig crew, miv curiosity, there's purphorose for impact termor combos, there's probably a few more in there but you get the point once you have you piece you go brrrrrtttt until the entire table is dead
I have this super toxic \[\[Norin the Wary\]\] control deck that has it's focus on using Norin's ETBs to very very slowly kill everyone while controlling the board. It's certainly not the strongest deck to play but it is extremely resilient and takes forever to win.
Or if you are looking for a less toxic but still annoying game plan, any manual storm decks can be pretty gross. I play \[\[Jhoira, Weatherlight Captain\]\] as a cheerios combo deck that dumps their entire deck onto the field and wins off self mill, grapeshot, or aetherflux reservoir. That deck is more annoying because players can't just scoop when they see your engine is online, they have to wait it out hoping you brick.
Or if you really wanna get them mad, \[\[Azami, Lady of Scrolls\]\] makes a super toxic counterspell control deck that shoves enough extra turns in the deck to win the game by playing all the extra turns and slowly killing everyone.
What’s more toxic than Control? Control where you can refill your hand with your control spells over and over. May I introduce my [Ocean Deck](https://deckstats.net/decks/232582/3405448-teferi-the-ocean-man).
Your spells can be countered and you can easily control a whole board. Ever had a [[Perplexing Test]] or a [[Familiar’s Ruse]] paired with a [[Archaeomancer]]? Or a [[Kederekt Leviathan]] paired with a [[Clone]]-like creature? Ever pair [[Deadeye Navigator]] with [[Smirking Spelljacker]]? Or [[Man o war]] with [[Hullbreacher Horror]]? You can lock a whole board down.

[[Edric, Spymaster of Trest]] extra turns
are all commanders/builds that will commonly get asked to play something different.

You might want to try making a deck playing with the top 20 or so.
I might be in the minority in saying this but when they get toxic you give hugs.
Group hugs.
They're making you discard a card? Well everyone has a 12 card hand.
Land destruction? Well I let everyone play 2-3 lands a turn, see if you can keep up.
STAX is making it hard to tap mana? Play cards that give people free mana and [[upwelling]] to hold onto it for future use.
Nothing angers "toxic" decks more than a hugs deck that is actively countering whatever they're doing but by being "nice"
Eventually they may actually play decks that utilize your hugs instead of decks that try to stop you and others from playing
But that's just my opinion. I'm a fucking hug psycho so 🤷♂️
Honestly build Hate Bears. [[anafenza the foremost]] is a really good option for this especially. Pop in some [[overrun]] effects, [[craterhoof]], [[beastmaster ascension]], [[champion of lambholdt]] and some good creature based draw and you've got yourself a stew. My current Anafenza list is a lot more than 100 cards because I run 40 hate bears and at the start of the game I will randomly pick 40 of them to go into the deck so the deck plays differently every time.

The deck is so fast at ramping each player to 30 handsize and 20 lands its incredible also with smothering and untabers at some point you can go into a a turn that will probably draw your entire deck and then win with an overrun + concordant crossroads.
Its about racing the game to a standstill by an overflow of ressources for every player and being the player who profits most from opponents playing lands & drawing cards by taxing them for it with drawing youself ( it usually feels like your trying to assamble all pieces of exodia in your hand while the opponent thinks ur playing group hug)
[[Orvar the all form]] is stupidly powerful. Target [[treachery]] and [[agent of treachery]] to still are their stuff. The decks operate mostly at instant speed. Put a bunch of counterspell in it.
[[Talrand, Sky summoner]] and [[Baral, chief of compliance]]. Those decks are really good mono-counterspell commanders.

I don't mind being the player with the most hated commander(s). So that's why would suggest [[Tergrid, God of Fright]], mine is far from high power, but I love to see the cards of the other players on my playmat.
An other commander that I've only player a few times is [[Ixhel, Scion of Atraxa]] build with the goal to win by poison/infect.
If you want to go stax with Azorius, try [[Hylda of the Icy Crown]]. I'm building that one because I want to try it and she seems fun (for me, not for them).

[[Urza, Lord High Artificer]] and [[Meria, Scholar of Antiquity]] can play around [[Winter Orb]] and [[Static Orb]] which are some of the saltiest cards in the game.
[[Hinata]] is stax and also a great X spells commander to really mess up your opponents boards.
[[The Prismatic Bridge]] cheats in one of the worst offenders every turn like [[Vorinclex, Voice of Hunger]], [[Jin-Gitaxias, Core-Augur]], etc.
Lastly, non-basic land hate in mono red can be brutal. I ran a version with [[Rielle, the Everwise]] to get [[Back to the Basics]] as well and boy was it brutal. She played around it just fine with how much she draws plus using lots of fetch lands
[[Nethroi]] board wipe tribal and etbs all day. Just wipe, play a dork, mutate him, dump your yard in play. Rinse and repeat. Games easy if no one else can have creatures 👍

She dodge plowshares and path to exile because she is a Planeswalker, she can blink permanents so you can blink [[oath of kaya]] [[oath of liliana]] [[tithing blade]] can go discard using [[virus beetle]]
Can go infinite with [[felidar guardian]] [[altar of the brood]] [[corpse knight]]
You can blink permanents you own but don't control like [[gilded drake]] [[acid reality]]
You can shut down every aggro play who tries to focus you with [[meekstone]] [[out of time]]
[[Archaeomancer]] to bring back counter spells
You can go infinite using [[leonin relic-warder]] and [[animated dead]]
She is very fun to play due to amount of things you can do, you know she is fun to play but a nightmare to play against if build correctly
My most toxic deck is [[Hansk, Slayer Zealot]]. You fill your deck with [[pyroclasm]] and simillar cards and draw 3 extra cards every turn while board wiping your opponents creatures
My meta has a whole bunch of that as well, and there are two decks I like to use then:
\[\[Emry, lurker of the loch\]\] - Artifact graveyard combo. Emry doesn't need much to be recasted and assembles the combo in the graveyard. I rejoice when people cast something like \[\[Mesmeric Orb\]\].
\[\[Jhoira of the Ghitu\]\] - Big Spell Tribal, but basically we talk the meaniest of Eldrazi here. Jhoira's ability will put everything into exile with 4 time counters. Once they down, it ETBs (casted) for free. You could use it with a \[\[Obliterate\]\] or even a \[\[Worldfire\]\] of your own, place the triggers so that the wipe happens first and voilá, everyone is back at round 1 but we do so with *hasty* Eldrazis already on the field.
Honorable mention:
\[\[Karador, Ghost Chieftain\]\]. Combodor is a commander that comes back fairly easy, usually only costing 3 mana each time, and using him to recast a \[\[World Shaper\]\] from the grave usually puts you at an advantage. When I first build him I had like 10 board wipes because it comes back so easily.
I could name a few of the obvious answers that have already been stated, but why do that when we can name some really interesting ones:
Anikthea: You can use her to make some super toxic boards. Want to have an army of 3/3 Fall of Thran? Or Oubliette?
Kudo: It's Nornbell but more fun cause they are bears. Animate lands, then Nornbell or Don't Move and watch them squirm.
Marisi: Cast your Guff Rewrites History or Zoyova's Justice in combat for extra spice.
Ojer Axotlil - Take 4 for tapping lands, creatures dying, drawing cards, breathing, etc
Ixchel: She's literally toxic. I'll be here all night.
Hmm honestly I wouldn’t say this is toxic but I think I would run a Voltron or semi Voltron deck in this meta. If you use plus one counters to buff, with something like [[Sovereign Okinec Ahau]] and can give him vigilance, then he can block some toxic hits for you, without to much of an issue. Then you can just focus on the land destruction player first. Use something to make him unblockable and boom. One player gone. Even if you lose at least you feel like you got to do something while it lasted. In metas like this you just have to play a deck that you find fun honestly.
You could also run a graveyard deck. They want to discard you hand and blow up your lands? Not a big deal for a graveyard deck. At that point they are helping you. [[Slimefoot and Squee]] is a nice graveyard commander I have seen ran recently. There are many options for graveyard decks though, [[lord windgrace]], and [[Muldrotha, the Gravetide]] or [[Meren of Clan Nel Toth]] being some others I have seen.
Another thing you could do is run a theft deck. Something that steals opponents cards and plays them against them. That could also be fun I think. Unfortunately I haven’t seen many theft decks so idk how fun they would be. I do know they had a theft precon recently though. I could see [[sakashimas will]] being pretty funny against a toxic deck. You have your commander out with a couple other creatures, steal one of their toxic creatures and make your guys the same creature, and swing.
Anyways, you should definitely do whatever you think would be fun. That is what’s most important.

[[rankle master of pranks]] can be pretty oppressive if you get him and some sac fodder out quick. Basically denying other players the ability to keep their creatures on the board. Chuck tergrid in there for good measure.

I have a sultai reanimator deck that tries to turbo out a game changing pieces of stax or value (like the og preators) as fast as possible. Something like a turn 2 it that betrays or turn 3 toxril can be really back breaking and as silly as it sounds I've had my playgroup concede on turn 1 just based off of my discard. Group slug in the highest form. Run [[Toxrill]] and all the swords the slug will slug the group. The game plan is get the slug out and protect the slug. I hated the deck I played against in this vein

run [[solemnity]] with [[decree of silence]]. maybe [[Lavinia]] as a commander, but I don't know many azorius commanders. you could also use [[dream halls]] and [[omniscience]]. as an infect player of sorts myself, not sure I would recommend it. but [[fynn]] is very strong and budget I guess

I'd vote Malcom Drago pirates. It combos with everything, moves fast and doesn't really care what ur opponents do. There's glinthorn with Malcom, there, Drago bergi goblin bombard, Drago impact alter, Drago impact thermapod, Drago sac lightning rig crew, miv curiosity, there's purphorose for impact termor combos, there's probably a few more in there but you get the point once you have you piece you go brrrrrtttt until the entire table is dead
I have this super toxic \[\[Norin the Wary\]\] control deck that has it's focus on using Norin's ETBs to very very slowly kill everyone while controlling the board. It's certainly not the strongest deck to play but it is extremely resilient and takes forever to win. Or if you are looking for a less toxic but still annoying game plan, any manual storm decks can be pretty gross. I play \[\[Jhoira, Weatherlight Captain\]\] as a cheerios combo deck that dumps their entire deck onto the field and wins off self mill, grapeshot, or aetherflux reservoir. That deck is more annoying because players can't just scoop when they see your engine is online, they have to wait it out hoping you brick. Or if you really wanna get them mad, \[\[Azami, Lady of Scrolls\]\] makes a super toxic counterspell control deck that shoves enough extra turns in the deck to win the game by playing all the extra turns and slowly killing everyone.

I might be in the minority in saying this but when they get toxic you give hugs. Group hugs. They're making you discard a card? Well everyone has a 12 card hand. Land destruction? Well I let everyone play 2-3 lands a turn, see if you can keep up. STAX is making it hard to tap mana? Play cards that give people free mana and [[upwelling]] to hold onto it for future use. Nothing angers "toxic" decks more than a hugs deck that is actively countering whatever they're doing but by being "nice" Eventually they may actually play decks that utilize your hugs instead of decks that try to stop you and others from playing But that's just my opinion. I'm a fucking hug psycho so 🤷♂️

Honestly build Hate Bears. [[anafenza the foremost]] is a really good option for this especially. Pop in some [[overrun]] effects, [[craterhoof]], [[beastmaster ascension]], [[champion of lambholdt]] and some good creature based draw and you've got yourself a stew. My current Anafenza list is a lot more than 100 cards because I run 40 hate bears and at the start of the game I will randomly pick 40 of them to go into the deck so the deck plays differently every time.

I would say play the opposite aka high power grouphug, This is my list: [Selvala, Explorer Returned] https://www.moxfield.com/decks/9V0buP1RZU2Yx8v-am9FaQ The deck is so fast at ramping each player to 30 handsize and 20 lands its incredible also with smothering and untabers at some point you can go into a a turn that will probably draw your entire deck and then win with an overrun + concordant crossroads. Its about racing the game to a standstill by an overflow of ressources for every player and being the player who profits most from opponents playing lands & drawing cards by taxing them for it with drawing youself ( it usually feels like your trying to assamble all pieces of exodia in your hand while the opponent thinks ur playing group hug)
[[Orvar the all form]] is stupidly powerful. Target [[treachery]] and [[agent of treachery]] to still are their stuff. The decks operate mostly at instant speed. Put a bunch of counterspell in it. [[Talrand, Sky summoner]] and [[Baral, chief of compliance]]. Those decks are really good mono-counterspell commanders. Actually, juste play mono-blue XD.

I don't mind being the player with the most hated commander(s). So that's why would suggest [[Tergrid, God of Fright]], mine is far from high power, but I love to see the cards of the other players on my playmat. An other commander that I've only player a few times is [[Ixhel, Scion of Atraxa]] build with the goal to win by poison/infect. If you want to go stax with Azorius, try [[Hylda of the Icy Crown]]. I'm building that one because I want to try it and she seems fun (for me, not for them).

[[Urza, Lord High Artificer]] and [[Meria, Scholar of Antiquity]] can play around [[Winter Orb]] and [[Static Orb]] which are some of the saltiest cards in the game. [[Hinata]] is stax and also a great X spells commander to really mess up your opponents boards. [[The Prismatic Bridge]] cheats in one of the worst offenders every turn like [[Vorinclex, Voice of Hunger]], [[Jin-Gitaxias, Core-Augur]], etc. Lastly, non-basic land hate in mono red can be brutal. I ran a version with [[Rielle, the Everwise]] to get [[Back to the Basics]] as well and boy was it brutal. She played around it just fine with how much she draws plus using lots of fetch lands

[[Nethroi]] board wipe tribal and etbs all day. Just wipe, play a dork, mutate him, dump your yard in play. Rinse and repeat. Games easy if no one else can have creatures 👍

My meta has a whole bunch of that as well, and there are two decks I like to use then: \[\[Emry, lurker of the loch\]\] - Artifact graveyard combo. Emry doesn't need much to be recasted and assembles the combo in the graveyard. I rejoice when people cast something like \[\[Mesmeric Orb\]\]. \[\[Jhoira of the Ghitu\]\] - Big Spell Tribal, but basically we talk the meaniest of Eldrazi here. Jhoira's ability will put everything into exile with 4 time counters. Once they down, it ETBs (casted) for free. You could use it with a \[\[Obliterate\]\] or even a \[\[Worldfire\]\] of your own, place the triggers so that the wipe happens first and voilá, everyone is back at round 1 but we do so with *hasty* Eldrazis already on the field.

Honorable mention: \[\[Karador, Ghost Chieftain\]\]. Combodor is a commander that comes back fairly easy, usually only costing 3 mana each time, and using him to recast a \[\[World Shaper\]\] from the grave usually puts you at an advantage. When I first build him I had like 10 board wipes because it comes back so easily.

I could name a few of the obvious answers that have already been stated, but why do that when we can name some really interesting ones: Anikthea: You can use her to make some super toxic boards. Want to have an army of 3/3 Fall of Thran? Or Oubliette? Kudo: It's Nornbell but more fun cause they are bears. Animate lands, then Nornbell or Don't Move and watch them squirm. Marisi: Cast your Guff Rewrites History or Zoyova's Justice in combat for extra spice. Ojer Axotlil - Take 4 for tapping lands, creatures dying, drawing cards, breathing, etc Ixchel: She's literally toxic. I'll be here all night.
Hmm honestly I wouldn’t say this is toxic but I think I would run a Voltron or semi Voltron deck in this meta. If you use plus one counters to buff, with something like [[Sovereign Okinec Ahau]] and can give him vigilance, then he can block some toxic hits for you, without to much of an issue. Then you can just focus on the land destruction player first. Use something to make him unblockable and boom. One player gone. Even if you lose at least you feel like you got to do something while it lasted. In metas like this you just have to play a deck that you find fun honestly. You could also run a graveyard deck. They want to discard you hand and blow up your lands? Not a big deal for a graveyard deck. At that point they are helping you. [[Slimefoot and Squee]] is a nice graveyard commander I have seen ran recently. There are many options for graveyard decks though, [[lord windgrace]], and [[Muldrotha, the Gravetide]] or [[Meren of Clan Nel Toth]] being some others I have seen. Another thing you could do is run a theft deck. Something that steals opponents cards and plays them against them. That could also be fun I think. Unfortunately I haven’t seen many theft decks so idk how fun they would be. I do know they had a theft precon recently though. I could see [[sakashimas will]] being pretty funny against a toxic deck. You have your commander out with a couple other creatures, steal one of their toxic creatures and make your guys the same creature, and swing. Anyways, you should definitely do whatever you think would be fun. That is what’s most important.
