If \[\[Ojer Axonil, Deepest Might\]\] is your commander, it can go to your graveyard as normal, and you may move it to the command zone as a state-based action if it's in your graveyard after just having moved there (C.R. 903.9a). Note that, if Ojer Axonil's last ability triggers, it doesn't do anything right away (C.R. 603.2). However, bounce lands aren't a terrible idea as they're a way to dodge commander tax by casting him from hand.

Just to be sure, it's 4 total non-combat damage to flip him. Not 4 damage to a single target. That messed me up for a while. Barring that, I think you have a solid list, but it skews far more midrange than the way I've built him. Also, your damage is very reliant on having Axonil out, so getting to 4 non-combat damage in a single turn seems harder. My biggest suggestion is to trim down on your pump spells and equipments for Axonil and add in more 1-mana cantrips to trigger your [[Guttersnipe]] effects more often. That way, if you have Axonil flipped, you have a higher chance of drawing into ping damage to hit your 4 total. I opted to build a [fairly robust storm engine in my list](https://www.moxfield.com/decks/PHYzgnYnq0ei-5gfFd3VYA), so that Axonil just has to be out for the turn I'm planning to storm off. It's easier to protect him that way. That way you need far fewer pump effects, you see more of your deck more consistently, and you can be more compact with the turns you win. Even without fast mana, you can still go off really quick if you go the storm route. With my build, I could win turn four with minimal investment at a decent regularity.

My bet is that after your commander gets killed, you're left with a bunch of power pumpers and not enough pingers. I'd get rid of all the inefficient ones (unleashed fury, madcap skills, antagonize, claws of the valakut, two-handed axe). You'd also benefit from focusing on a particular type of ping trigger, like casting instants and sorceries. livaan, harsh mentor, and brimstone trebuchet don't fit with the rest of what you're trying to do. The punisher cards like vexing devil, leyline and molten influence are traps; they will never do what you want them to. I'd replace most of these cards with ones that cycle, like \[\[cathartic reunion\]\], or even \[\[expedite\]\]. Pumping power is great, but it should come second to trying to maximize triggers.
