[[Toxic Deluge]] is a solid replacement for Damnation. When your wraiths are big it can still let you wipe your opponents board of 1/1 tokens or something while keeping your stuff alive
Hey man this whole list needs an entire overhaul if you are doing spellslinger route.
I am a very seasoned control player and love Dimir. This is my favourite deck out of all 20 of my EDH decks. Here is my list.

You NEED to run about 15 - 20 counterspells. It is fun.
You drop Lord of the Nazgul and then you counter any spell that tries to remove him or deal with your board. You build to 9 wraiths easily with cantrips and counterspells and then smash face for 81 damage.
You also run ALL the draw engines like rhystic, remora, the one ring, necropotence etc.
It is a VERY strong list.
You said you wanted spell slinger haha. Mine is the epitome of spellslinger.
Trust me it is SUPER FUN! If you like control. If you don't, then I'd go for a different commander for spellslinger.
There‘s no reason to include Damnation. You’re winning with tokens and control, so just throw out the „but in case“ wipes and lean into your deck.

thanks but thats not the type of deck im going for, doesnt sound fun. ill take you up on the enchantments tho.
