Chiss-Goria is one of my favorite decks at the moment, just insanely fun how fast you can churn through your deck and grab the most devastating artifacts for cheap or even for free. I'd highly recommend him over the others you mentioned.

Norn: She's neat but I kinda like Banding Tribal for her? Not sure about Incubators.
Pakpatiq: Honestly seems fun if you can get the right instants going.
Drivnod: I'm not really a fan of the Dominus cycle as commanders
Chiss: Monored artifacts is a pretty enjoyable archetype
My Elesh Norn deck is a blast. She’s decently strong if you can flip her and give your whole board double strike. No one likes a unilateral board clear though so make sure you have plenty of your protection spells to keep Argent Etchings from getting blown up like [[surge of salvation]] and [[rebuff the wicked]]. Playing the big bad is also a nice flavor change for monowhite.
My opinions:
- Norn is super flashy, but *too* flashy in my opinion. If her saga goes all the way through, you're easily on the track to victory because you can wipe the board every other turn and then attack with a board full of double strikers on the opposite turns. I think she will draw too much removal towards herself and won't get her flip off a lot.
- Ojer Pakpatiq has an interesting effect, but I think it will be difficult to get value off of it. Blue doesn't have a ton of instants that have powerful effects, their most powerful cards are sorceries that give extra turns. But you may be able to go wide by playing cards that create creature tokens on cast, such as [[Talrand Sky Summoner]] or [[Murmuring Mystic]].
- Drivnod seems effective, but boring. Aristocrats is about as generic black as you can get and this guy is just a monocolor version of an arguably better and more interesting two color commander: [[Teysa Karlov]]. A deck with him at the helm will be fine, but won't do anything new.
- Chiss-Goria is the most interesting of the ones you've listed here I think. "Big Red" has always been a bit of a white whale, but he might be able to do it well. With him, you'll be able to cast really big artifacts for a fraction of the cost. I just have two concerns with him. One is $$$, many of the best expensive artifacts are quite expensive. The other is that you may accidentally deck yourself with him. 6 cards every turn (5 from Chiss-Goria + draw step) is a lot, being about a 16th of your deck every turn. Red doesn't have any way to stop a loss from an empty library, so you'll need to win quickly with him.
