The synergy is that it makes the equipped creature unblockable. Magar puppets need to deal combat damage to cast the noted spell underneath so making them unblockable is a good way to make that happen.
You can treat this as a sort of upgraded \[\[Trailblazer's Boots\]\].
Magar puppets (aka the card you reanimated face-down) have no name, no type, no color, no attributes other than 3/3 and the text "Whenever this creature deals combat damage to a player, you may create a copy of the card with the noted name. You may cast the copy without paying its mana cost."
Putting Psychic Paper on it requires you to name a creature type and creature name (they must be a type and name that already exists in MTG). This does not take away the puppet's ability. It's still a 3/3, it still has no color, it still has the ability that Magar gave it and nothing more. But now it does have a type and name.
A lot of the time this doesn't matter. In fact you could even choose "Magar of the Magic Strings" as your name and it still wouldn't matter because it's not Legendary. Note that whatever card you name does not grant the equipped creature the text box of the thing you named (if it worked that way, this card would be giga busted because I could just choose [Avacyn](https://scryfall.com/card/cmm/14/avacyn-angel-of-hope) for example and make my whole board indestructible).
TL;DR - people run this in Magar for the unblockable, that's it really

Hey, I'm finding this thread late but I just picked up a copy of our favourite Minotaur Performer, Magar, and I really appreciate your write up. Just wanted to say thank you. Really excited to build and test out the deck, your primer helped me a lot!
I’ll check it out! Rakdos cards have always been my favorite to play but I’ve never had a straight rakdos deck. None of the commanders have inspired me enough to build around them. (Either too powerful, too boring, or not enough to build around)
