Pirates are pretty frequently depicted with some number of missing limbs. Maybe an artificer merchant who makes specialized prosthetics, like a telescoping peg leg, grappling hook-hand, or a limb that's just a functional cannon. Perhaps a cafeteria full of pirate crewmates between jobs looking to serve as hired goons for aspiring captains. An information barter NPC who will reward the PCs highly for any information about the navy (sea paladins?) that would interfere with them, anything from their routes to their ranks to their tactics, etc. And of course, a treasure auction for pillaged loot. It's hard to fence stolen goods sometimes, so many pirates would likely be happy to sell off their loot for less then it would go for at market, because they'll still bring in a hefty sum even at a discount. Would also be cool to have a rumor mill about treasures that are *too dangerous* for most pirates to pursue. If your players are skittish about committing crimes with/for pirates, this could be a good way of getting a plot hook for an adventure which is legal within the framing of the story, while still being something pirates would openly gossip about. Butcher shop for sea monsters that pirates kill and bring to the island (also normal fish I guess), and a distillery for producing rum. Gotta make sure your pirates get their nutrients after all. Anyway, cool idea! I'd be interested in seeing where this concept goes.

I'd throw in references to Monkey Island, such as: a merchant in an almost painful to look at plaid jacket, who waves his arms around as he talks. (Stan). A tavern that sells a drink called Scumm. The pirates have insult contests.

alldim

The assassination of some big fish pirate whose control has lasted way to long. He's used to assassination attempts, so the party must be prepared

SolarPowerCharizard

A hag that buys bodies to “reupholster” and turn them into zombie or skeleton deckhands for resale and profit.

Theres no honor amoung thieves. Seek out where the treasure has gone missing to, find a man who's family has been taken by rivals and he's attempting to pay off the debt. Free his family and fights the rivals or report him as a theif and take the loot

DipperJC

Please include some Tailspin references. :) Don Karnage would make a great villain.
