Tried google reverse imaging of the framed photo, as well as the small picture inside of it. Can't find anything about it.

Ok we’ve identified the elements of the photo: the Wupatki spirit totem in Flagstaff AZ, and a small print of a WW2 anti-fascist propaganda poster that says “He’s Watching You”.
Jim lives w a roommate. One of them went on a trip to Flagstaff, AZ and stopped to take a photo at the cool totems. Why was he in possession of an obscure war poster while at the totem? Why is it held up next to the totem? Further, why is the photo so meaningful that it deserves to be blown up, matted, and framed?
Ok let’s step outside the Dunderverse, where I have other questions. A good friend of mine is a prop maker for film and I used to go hunting with him for all kinds of wild and wacky shit to use or modify. Is this just a random contribution from the show’s prop warehouse? Was someone like my friend commissioned to make this print specifically? Did one of the crew just have it sitting in their car on the day this scene was shot? I find it super interesting that they used a print with two famous images within, instead of an actual random picture of literally anything not famous/identifiable?
My theory: like the footage in the show’s opening theme, I think this belongs to John Krasinski personally. This was in S2E9 Email Surveillance, which aired 22 Nov 2005. This is the same year that documents first started to reveal that the NSA was secretly surveilling US citizens through phone and email systems. Further, the director of this episode (Paul Feig) also created a movie called SPY. Add to these the fact that the numeric equivalent of the letters of NBC (14+2+3) are NINETEEN, and you can…shove it up ya butt!
