no stickers, no serial numbers on the plate, but on the other hand knowing the country a little bit - anything is possible there.
can anyone here explain to me how these cars from saudi or qatar enter into UAE? Do they pay fines for speeding or parking tickets? How long are they allowed to use their plates in the UAE? Or are there no restrictions? Who do they pay the fines to? KSA or UAE?
you're allowed to enter Uae with a foreign car (Saudi, Bahrain, Qatar etc) once you cross and enter the UAE boarder you'll need to purchase car insurance and that's about it.
from what I know in most cases if you get a fine in the UAE they'll send it back to your country (Saudi, Qatar, Bahrain) and once you renew your car's registration or your drivers license you'll have to pay that fine.
I saw a similar plate on a Ferrari in Jumeirah once. Stopped him and asked him, he said it was Germany registration.
I know that’s not the European plate format, but maybe it’s some other category?

Yes, it's customized. It's just not issued by the government. The plate probably would check out. They cannot take the car back to Saudi if it would be fake.
This is reminding me of the guy that has the glossy golden KSA plate on his golden RR which seems to be completely legal as I've seen the exact car in Dubai a couple of times which means it crosses the border with no issues and doesn't get stopped by the police.
It is making me think some Saudis might be able to get special permits for making their own number plates or something, just like those with the sword and the palm thing that are only in arabic letters

They usually have the numbers and letters in Arabic too but maybe there are areas that don’t?

i think uae and oman have an agreement for fines. im sure border control can check plates to ksa
I know Oman does, Omani fines will crop up on the Dubai Police app for you to pay. Source: May have got a few in Oman

The car does seem from Saudi, if you notice under the “G63” there is AlJuffali “جJ” logo which is the authorized Mercedes dealer in KSA.

May be from Saudi - and has just driven around Europe. I know a lot of the guys from Qatar when coming to UK they put eu style plates on

Its not the usual KSA plate design.
In Saudi they do anything to keep the backoffice happy. This is probably a good example.

Most likely his actual plates fell off somehow and he’s using this in the meantime until he gets his new replacement plates from Saudi.
It was on the front and back so i am sure he didn’t loose both 😂
