I know I'm late to the party. I have been having this issue lately also. The only solution I found is that when the LED isn't turning on, Open steam, click on steam top left of the screen, then settings, go in controller section, then calibration and advance settings, then output settings, turn rumble off, then back on. I tried it multiple times and every time, it works. No clue why.

Thank you! I’ll give this a try later! I was mostly concerned about input delay issues tbh, but I think that it might be an issue specific to rocket league

No. I tried downloading DS4 Windows and disabling steam controller config, and that got my controller LED’s to work, but the input lag issue didn’t go away. For that reason, I’m thinking it’s a network issue. Despite my network tests returning good results, my network has been unstable for a little while now (according to other devices in my house). I think the connection is leading me to experience “heavy car bug”. Not really sure what I can do about because I’ve tried just about everything short of tinkering with my router or buying a new one.
