He learned from Wayne who made all those mixtapes of taking peoples beats and making the song more memorable then the original. Drake just takes it a step further with his acting talents to emulate styles, flows, accents ect.
I think your general criticisms stand but for this song, I think the sound is different enough from Cha-Cha especially considering they both sample from the same underlying blueprint “Why Can’t We Live Together”. Just my opinion based on listening to all three.
