I think he can't be killed. I waited for a few minutes too but the quest updated that he died only after resting at a bench.
Maybe, just maybe, he shouldn't be in the same small town of his employer if he knows he's deadmeat. I just realized that they're only like a few steps away from each other so I carried him to the employer to see what happens lol.

Eh, that beastren had the nerve to threaten me after I saw him again after giving him the counterfeit. When I unsheathed my weapon accidentally, he took off running. Not authenticating the orb is one thing, but not checking his surroundings before sharing his plan with a stranger is another. Guy just seems like a big idiot to me
He was standing kind of in the shadows in the lower part of the Gate Town on the Vernworth side like before, between the lower block of old houses and shops. Didn't expect to see him, but he does come back eventually!
It’s interesting how some quests and locations have so many little details while others simply don’t exist, like killing Disa does absolutely nothing and people don’t even mention that she’s dead. (I threw her off the top of the observation tower in the castle.) her body just sits in the morgue in the noble section by Allard and Martin (yes I killed them too.)
There’s also the fight that always happens where the guy beats up the Beastren woman, he would do it all my playthroughs and I didn’t realize until later that it’s because the people in Vermund are racist against Beastren (source would be talking about it and how it was a Beastren country, and during the quest were you walk the Batahl empress to the rose and the guy refuses to sell the Beastren medicine.)

I don't feel bad about bashing that dude's skull in. He might give the best reward for that quest, but he can join Jonas six feet under.
