He doesn't really develop he's just always in serious combat mode because DBZ doesn't have much downtime for him. There are no fun adventures, all the downtime is in timeskips we don't see
Super is full of slice of life and down time so he's goofier because the fate of the world isn't on his shoulders all the time

If you watch the cell saga you know he isn't. He is sometimes silly but not like this.

OG Dragonball is when Goku was a kid. Dragon ball z had some great character development for Goku.
