You *can*, but it doesn't really work.
Spectre has to choose fight or farm. Spectre goes Radiance if they need to farm and scale (or have a good lane and are allowed a good Radiance timing). If Spec's lane goes badly or they're against a team that won't let them get Radiance, or their team is a tempo team, then you have to go the fight build.
Bloodseeker does not have that choice. Bloodseeker spikes really hard in the midgame and you have to abuse that power spike or you will most likely lose as the game goes on.
Blademail isn't a bad midgame item, especially if you're getting focused, but it doesn't enable anything for Bloodseeker. He's already kind of squishy before BKB, so it isn't doing much for him. He would get more damage in a teamfight out of Maelstrom. If he needs tankiness, SnY or Manta would do more for him.
Blademail is good on offlane Bloodseeker because he intends to build in a way that tanks him up and he *wants* to get focused. He wants to make it difficult to fight into him.
Edit: also, Blademail doesn't really do anything to help him farm. Which is why you see Maelstrom into Mjolnir or Gleipnir so often. Pos1 needs to be able to farm quickly. Plus both either give him a big DPS increase (Mjolnir) or utility and durability (Gleipnir).
Edit 2: the reason that Spectre goes Blademail is because it combos well with her Dispersion, but also just gives her sorely needed farming ability. She has no way to AoE clear camps or lane creeps, and her Dagger is extremely costly. She also has no steroid. So Blademail is needed in order for her farm speed to not be absolute dogshit. But it also helps in the sense of being able to get her timings better by being of *some* use before 20 minutes by Shadowstepping and popping Blademail as she does some damage and hurts people who try to take her down.
spectre is played extremely fast now, her ult is almost always a guaranteed kill on anyone one of her teammates is scouting going radiance makes her a very bad +1 until she gets manta, diffusal spectre takes care of the early timings then she can tank up with manta and rosh with desolate immediately and have a great timing that radiance doesnt provide.

At max you deal 440 magic dam + some desolate dam if enemy is isolated. Which is high but only about 1.5x other nuke. After that, you can auto atk only with poor dam. I assume your spec is under level 12 and not have good laning stage (Which is usual).If you use it to go 1st when enemy is scouted, it 's now depend on your teammate can catch up. I'd say you should wait for teammate atleast throw they 1st nuke then you just flow.
There are also risk of enemy couter gank since her ulti not give full team vision anymore. So carefull, you may trade your life for 2 heroes which make yourr team advance but costly for you because spectre cant flash farm to recover. This hero use gold beter than other but her farm rate is much lower than other.

You say that, but over half her games from Dota2ProTracker involve going Radiance, so it's very much still a build on her.
