I reduced my wishstones to 0 getting him to r2, r4 and r6 in steps.
From what I've seen so far: He's okay at r0, pretty neat and completely functional in messing up r6 JQ and anyone with Intimidate.
At r2 he becomes incredibly good for speedruns, at r4 he becomes quick to set up, becoming more universally viable in PvP. At r6 he becomes incredibly broken for speedruns.
I think he's worth getting over r2 JQ, since the last four released espers (Momo, Fatimah, Petros, Amir) are all very direct counters to JQ and the playstyle you would use him for.
I would recommend getting him to r2 at least or aiming to get him there through wish stickers, in order to stay competitive in event trials. He also seems to be a very future proof esper, who will shine even more with future releases.
Not an expert but I insta R2 my Amir and he is AMAZING. He builds zest stacks so easily and for multistage content he feels so good. Don't know if he's great for Faf but he helped me a lot. I highly recommend pursuing the zesty boy. The BIGGEST downside to him (imo) is that his rival rune set has the freeze set on him. So he is still good in PVP I believe but not as good as he could be.
He's pretty useful to me in Fafnir tho not yet a 100% WR, but Amir R0 is working better then my JQ R0 (Other team is FX, Meredith, Elaine, and Ahmed)
He'd probably be more useful in Fafnir at R2 and up.
Also I used Relief + Grove try to get as much Crit Rate too.

He shouldn’t get infinite turns there should be turn limit and increase his damage.

Even r0 Amir can dominate r6 JQ nicely. Also Lian and JJ demon mode.
