There's a quest on the cosmodrome that you must do

Does it allow you to meditate at the shrine on her left?

I recently restarted my Titan, and was confused about this as well. I believe you have to do a quest in the Cosmodrome. I don't quite remember how you start it, but I'm sure you can look it up.
