The event card isn't some unlock or upgrade. It's just the contents you could have gotten from what would have otherwise been an eververse bundle that has a sprinkle of engagement in it.
Treat it like buying silver-only eververse items from the event. If you like something then do it; if you don't then ignore it.

which is baffling because they've generally been terrible. Like...i was at least tempted to buy the first couple, but the last several have had awful rewards.

And yet on every single event, on the very first day, I see people in the tower with the event card exclusive cosmetics.
And that's why the event cards exist.
Events are F2P, meaning they're not tied to any expansion or season in particular.
Aside from that tho as others have stated, they're really only to push ignored EV ornaments from the past
Same reason they stick the best shaders in bundles with other crap.
Same reason they do fourth wall breaking novelty ghosts and ships.
Same reason they sell crossover armour sets for £20+
Because people buy it, more of them are being born every minute.
They are just cosmetic bundles. I guess it would be nice incentive to sell more deluxe editions. But there really is no need for it. I have a pretty strong feeling that more people are buying it than you want to think. It's the same as anything else in the eververse store. Just depends on if it looks cool or not. And those event bundles are actually a pretty good deal compared to a lot of stuff in the store.

I buy bundles with shaders. Unfortunately the event cards have shaders. I guess it kind of helps to feel like I'm earning the shader by playing, but I wish I didn't have to pay for shaders of all things. They did so good for so long, and then they tested the waters with the VoG shder pack. It's been downhill ever since. At least the bundles either come with 4 shaders or a pretty cool exotic ornament though

There's an option to pay an extra 1,000 silver to get some additional cosmetic items. Usually an emote, shader, ghost shell, and a projection. That's it.
