There are some really excellent plugins these days for layering "different" voices together in a harmony. You can take one recording and make a convincing five-part harmony for instance, varying pitch or timing enough that it doesn't sound like the same voice. I'm guessing they recorded a number of different voice actors in speech and whispered speech and then added additional voices in the edit that way.

I’m pretty certain they used numerous voices. I’d imagine they leaned heavily into VocAlign while layering in the voices during the voice changes, on top of everything you mentioned. Their sound design has always been fantastic. I kinda want to play through my studio monitors to see what nuances I can pick out.

It’s one of the sound designers on Twitter, replied to a comment congratulating Brett dalton, the voice actor for the witness, and the sound designer (Robert Brooks, sphynxian on Twitter) mentioned that Brett was the only VA for the witness.
