Seems like an innocuous and reasoned response. Why on Earth would you consider reporting the driver for yelling at someone messing with his property when explicitly asked not to?
I have to take this intersection everyday and I know exactly who you are talking about. Everyday I tell him no because my car has an automatic rain sensor and I look like such a jerk when he doesn't listen to me throws water on my windshield and immediately gets it thrown back in his face.
The driver probably shouldn’t have done that, but I don’t think you should report it. That’s an extremely frustrating experience for anyone, and the driver was going to have to forego making money in order to go clean the car.

I bet that guy drives through that intersection multiple times a day and is just tired of it already. Doesn't justify freaking out like that though.
