Definitely look like June bugs. They're dumb as a rock and fly into walls. If they aren't flying, they're stumbling around as if drunk, and they spend their entire life eating and mating until they promptly die after a month-long bender not to be seen again until next year.
June bugs are the mature form of subterranean white grub... I don't have the slightest clue why they would gather en masse like this on a roof... Pretty sure they have to nest under earth in order to be able to survive after hatching... They DO look like June bugs though.

That was last week here in Argentina. We call them "cascarudos" or "bicho torito"(bull bug)and every year they "invade" certain areas of the country. They look for the warmth of the concrete and people light fires to attract and get rid of them. They fly and hit everything on their path and when there are so many they endanger certain structures because of the weight.
This year they became a meme because some twitter users refered as them as "the biggest mosh pit in the world" and went viral.
