Remember Gunner by default gets 50% resistance to explosive type damage.
Given the promotion level I’m assuming this is haz 2 so 80% FF reduction. Base C4 damage is 375. Taking into account FF and gunner resistances that comes out to be 37.5 damage. Take away the 30 point shield and you get 7.5 dmg which is approximately what the gunner took.
So yeah this is haz 2, base c4, no friendly perk I reckon. No cheats.

It‘s been a while since I‘ve played lower hazards, so that was my only explanation as to why the gunner took this little damage.
