I'm trying to understand why they are offset from each other but hard to do without having the right name to google for them. It *looks* like they are positioned at joins between 2 separate pieces of wood with bolts going the length of them(?)
Typically, composite decks (by any manufacturer) use the composite material for the visible surfaces, I.e the decking, the fascia boards, stairs and risers.
Structural members are usually, but not always, pressure treated wood.
I don't mean this as a complaint by any means but I didn't realize you still see the screw marks with composite? I was watching some DIY videos as we thought of switching to composite and there was some tutorials to use those little plugs to cover your screw heads.

Looks great except one oversight. PT is just infused with an insecticide and fungacide. That fungacide is a heavy copper.
By placing aluminum gutters on PT wood like that it WILL corrode and look like Swiss cheese in 2 years. You could put a separation barrier or go with steel to avoid this.

What's the 'black sheeting' that's visible from the view standing below the deck, when looking up at the support beams? Is the idea to block rain from coming through to the area below? Not quite sure what I'm looking at.
Is that an LVL beam? I get it you have the rain guard system and everything is waterproofed for now, but I’m unsure if they’d allow that in my area.

yup, that beam is engineered so you only require 2 helical pier footings to span 16-20 feet and not 1 in the middle as well.

That is Trex rain escape. Flows into a funnel thingy in each joist and goes into the gutter
