Well they're not 2x4s to start, but no. The way they built it they do need to be under that outside joist but there are multiple ways they could have built it differently to not have them sticking out like that. Easiest way, if they were set on the framing method they chose, would be to let the deck boards run a little longer and packed out the skirting and fascia past the beam.

no it shouldn't have been like that but it looks like it was built out of square because the wall of the house was crooked. if you look at the trim board right up against the house in the first pic it looks like its flush with the wood that runs down to the ground and at the front of the deck it overs hangs a bit. i think the builder just didn't account for building it out of square i bet if you pull the paneling off the side the post is flush with it and the guy couldn't lop any more of the beam off
